Limit youtube access speed which is taken from the maximum speed per user

Yesterday I had difficulty managing the internet at the internet cafe, where some customers opened youtube, some played games, and the rest played games while opening youtube.

My internet connection was finally very chaotic, not controlled properly.
Long story short for fear of continuing like this, I finally decided to give them 2mbps per minute.
managed to stabilize the internet connection, only for customers who open youtube and games simultaneously experience difficulties.
So at our meeting this time, I will discuss how to protect Youtube but it is taken from the maximum speed of each user, unlike other tutorials that make 2 different limits.

Illustration:
- Maximum speed of each user is 2 Mbps
- Limit speed if the user accesses youtube 512 kbps
- So if a user opens youtube and plays online games then 2 mbps - 512kbps = 1.5 mbps can he use to play online games or facebookan.
(512kbps for YouTube is sufficient and automatically low resolution)
